The increasing significance of dual-use technologies with multifunctional characteristics transcends the previous separation of civil and military research. Due to new security challenges such as asymmetric threat scenarios, security and defence cannot longer be seen separately. The European Defence Agency (EDA) and the European Commission have each introduced research and development measures. An integrated European defence market is emerging, abandoning former exemptions and special regulations.
