Nach der neuen Regelung &#8220;k\u00f6nnen\u201d Bund und L\u00e4nder bei der Planung, der Errichtung und dem Betrieb von informationstechnischen Systemen zusammenwirken und notwendige Standards zur Kommunikation zwischen ihren informationstechnischen Systemen festlegen. Hierauf aufbauend soll durch einen Staatsvertrag der sog. IT-Planungsrat als ein neues Steuerungsgremium gegr\u00fcndet werden. Der bestehende Kooperationsausschuss Automatisierte Datenverarbeitung (KoopA), dem Bund, L\u00e4nder und Kommunen angeh\u00f6ren, und die EGovernment- Staatssekret\u00e4rsrunde sollen aufgel\u00f6st werden bzw. in dem IT-Rat aufgehen. Der Bund und jedes Bundesland sollen im IT-Rat jeweils eine Stimme haben. Entscheidungen sollen mit Stimmenmehrheit getroffen werden \u2013 dies bedeutet eine Abkehr vom bisherigen Einstimmigkeitsprinzip. F\u00fcr die Kommunen ist keine unmittelbare Repr\u00e4sentanz vorgesehen \u2013 ihre Interessen m\u00fcssten von den L\u00e4ndern wahrgenommen werden.<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; line-height: normal; mso-layout-grid-align: none;\" class=\"MsoNormal\"><span style=\"font-size: 9pt; color: black; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; mso-ansi-language: DE; mso-bidi-language: AR-SA;\">\u00a0<\/span><\/p>\n<p style=\"margin: 0cm 0cm 0pt; line-height: normal; mso-layout-grid-align: none;\" class=\"MsoNormal\"><span style=\"font-size: 9pt; color: black; font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; mso-ansi-language: DE; mso-bidi-language: AR-SA;\">Die durch resultierende Bund-L\u00e4nder-Mischverwaltung wird ebenfalls im Grundgesetz festgeschrieben. In Absatz 3 hei\u00dft es, &#8220;die L\u00e4nder k\u00f6nnen (\u2026) den gemeinschaftlichen Betrieb informationstechnischer Systeme sowie die Errichtung von dazu bestimmten Einrichtungen vereinbaren\u201d. Damit k\u00f6nnte z. B. der Betrieb gemeinsamer Rechenzentren grundgesetzlich abgesichert werden. In dem Entwurf hei\u00dft es au\u00dferdem, &#8220;der Bund errichtet zur Verbindung der informationstechnischen Netze des Bundes und der L\u00e4nder ein Verbindungsnetz\u201d, das so genannte Koppelnetz.
