The regulations are applied equally to all operators of RPAS, particularly because the risks presented by the operation of RPAS remain comparatively similar, regardless of application. A comprehensive analysis of inherent risk factors before approval is granted will be prescribed. Permitting the usage of RPAS technology in one sector while restricting other users would be unconstitutional.
