The Environmental Information Directive implements the obligations of the Aarhus Convention on access to environmental information at the EU level. European Union Member States shall ensure that public authorities are required to make available environmental information held by or for them to any applicant at his request and without his having to state an interest. The basic terms and conditions of access laid down in the Directive are in line with the requirements on access to environmental information as determined by the Aarhus Convention.
