The public sector includes all state, regional and local authorities. The Directive allows for marginal cost recovery. Conditions for re-use should be non-discriminatory. This should, however, not \u201cprevent the adoption of a differentiated charging policy for commercial and non-commercial re-use.\u201d  Licences on the use of documents and data are allowed, but with an emphasis on low restrictions on re-use.
